Description

Upgrade blacksheep to ^2.0.8 which support Python3.13

Motivation and Context

  1. Manual change blacksheep in pyproject.toml, and then run make up to upgrade all deps.
  2. Run make _style to reformatter files.
  3. Update the ci workflow file.
